Moving from Arizona to Texas: DMV Steps (2026)

Arizona to Texas license transfer in 90 days, MVD vs DPS, desert emissions vs Texas inspection, and registration order for Phoenix-to-Houston movers.

90 days for a Texas license, 30 days for Texas plates — Arizona’s MVD does not share a database with Texas DPS or your new county tax office. A valid AZ card gets you in the door; it does not auto-convert when your lease starts in Houston.

ADOT/MVD habits that do not transfer

ArizonaTexas
MVD licensing + registration overlapDPS = people; county = vehicles
Biennial emissions in Phoenix/Tucson metrosSafety statewide; emissions in select TX metros
Some “permanent” registration stickersAnnual inspection → county renewal
Front + rear plates on many carsRear plate typical for passenger cars

Surrender the Arizona license at the DPS window when Texas issues yours — holding two active state licenses is not allowed.

Inspection before the county clerk

A passing AZ emissions printout from last month is just paper here. Order of operations:

  1. Texas auto insurance with 30/60/25 garaged at your new address
  2. Safety inspection (+ emissions if Houston, DFW, El Paso, etc.)
  3. County tax assessor-collector title/registration
  4. DPS transfer — book 2–6 weeks ahead in busy metros

Station fees often run $25–$40; county line items add sales tax on taxable transfers.

Test waivers and fees

Valid, unexpired Arizona license issued within the last two years → DPS often skips written (21/30 to pass) and road tests. Expired AZ cards put tests back on the table.

Class C ages 18–84: about $33 at DPS (fees change).

Arizona loose ends

  • Photo enforcement tickets — settle open AZ citations; they rarely block Texas issuance but create surprises on background checks for employment
  • SunPass / AZ toll accounts — close when Texas plates print; open a Texas tag for local toll roads
  • ADOT title in hand — if you bought privately in AZ, bring title and bill of sale to the county; lienholders need authorization letters

A common snag: driving on AZ plates in month two because DPS was booked — registration tickets are separate from license tickets.

Phoenix → Houston vs Tucson → Austin

Both paths use the same state rules; emissions counties differ by destination ZIP, not origin. A Tucson mover landing in rural Hill Country may face safety-only inspection while a Phoenix mover in Katy needs emissions.
