Moving from Illinois to Texas: DMV Steps for New Residents

Illinois calls it the Secretary of State (SOS) — one brand for licenses and plates in most minds. Texas splits responsibilities: DPS for driving credentials, county tax assessor-collector offices for registration guided by TxDMV. The Chicago-to-Texas corridor is busy enough that treating SOS habits as Texas law will cost you a second trip.
What Illinois does differently
City of Chicago wheel tax sticker — If you lived in Chicago, you paid the annual city sticker plus state registration. Texas has no Chicago-style municipal sticker; you pay state/county registration and, in many areas, an inspection station fee.
Front plate requirement — Illinois issues two plates. Texas also requires front and rear on most passenger vehicles, so you are aligned there — unlike movers from single-plate states.
Emissions testing — Cook and surrounding counties tie emissions to the Illinois safety test. Texas emissions inspections are regional, not statewide. Collin County does not run the same program as Harris County. Your last Illinois emissions pass does not substitute for a Texas inspection report.
I-PASS and tollways — Illinois transponders do not register Texas tolls. Open a TxTag or local authority account before your first commute on SH 130 or the Sam Houston Tollway.
Deadlines in plain numbers
- 90 days — Obtain a Texas driver license after residency (DPS)
- 30 days — Register the vehicle (county tax office)
- $33 — Typical Class C license fee for ages 18–84 (verify on DPS fee schedule)
- 30/60/25 — Texas minimum liability insurance ($30k/$60k/$25k)
Illinois insurance minimums (25/50/20) are lower. Update the policy before the county will touch registration.
Step sequence that works
Residency proof first. Sign the lease or close on the house, then line up two documents DPS accepts — utility bill, lease, mortgage statement, Texas bank statement. A forwarded piece of mail from your parents in Naperville does not count.
Inspection and registration next. Within the first month, get the Texas safety inspection, then visit the county tax office with title, inspection form, and insurance. Peel the Illinois registration sticker off the windshield when Texas plates arrive — officers notice expired out-of-state tabs.
DPS when the calendar allows, not the last week. Schedule online; suburban Chicago transplants often target the same Frisco and Round Rock offices. Bring your valid Illinois license to skip knowledge and road tests in most cases. Expired SOS credentials mean tests, fees, and study time.
The DPS appointment checklist lists identity categories Texas accepts. REAL ID in Illinois uses the same federal standards, but Texas still re-verifies documents.
College and remote-worker edge cases
Graduates who stayed in Austin after UT or A&M offers often still list a parent’s Illinois address on SOS records. If you live in Texas year-round, work here, and file as a Texas resident, plan on transfer — the 90-day rule does not care that your W-2 started in June.
Remote workers who maintain Illinois domicile for tax purposes are outside this guide’s scope; if your attorney says you are an Illinois resident, Texas licensing rules may not apply yet. When in doubt, ask DPS or a tax adviser rather than guessing.

SOS habits that do not apply at DPS
Illinois SOS facilities sometimes print same-day license upgrades when equipment works. Texas DPS issues a paper temporary and mails the polycarbonate card — plan on two to three weeks for mail, longer if address verification fails.
Organ donor and veteran designations on your Illinois license do not automatically copy. Re-select donor status on the Texas application. Veteran designations need supporting discharge paperwork if you want the marker on the Texas card.
Motorcycle endorsements on an Illinois license transfer only if the endorsement is current and listed on the surrendered card. Expired motorcycle privileges may require a skills test in Texas.
Leased vehicles registered in Illinois under a lessor name need a power of attorney or lessor letter for Texas title work — the same as any out-of-state lease, but Chicago-area leasing companies see high volume; call the lessor’s titling department before you queue at the county office.
